Do I need building approval to install a swimming pool?
Yes. Every Australian state requires formal approval before a pool can be installed. The approval type varies by location and may be a:
• CDC – Complying Development Certificate
• DA – Development Application

Fully Installed Customers: We prepare the documents and submit your application.
Supply-Only Customers: You must obtain approval yourself, but we provide technical documents to support you application
What’s the difference between a CDC and a DA?
CDC (Complying Development Certificate):
• Fast-track approval
• Usually issued in 2–6 weeks
• Suitable for properties that meet standard planning rules
DA (Development Application):
• Required for sites with constraints (heritage, flood zones, slopes, non-standard setbacks, sewer encroachments)
• Longer assessment: 6–16+ weeks
• Assessed by council, not a private certifier

Supply-Only Customers: We can assist with general guidance but you are best to speak with your local council or certifier
What is ‘Dial Before You Dig’ and why is it important?
DBYD (Before You Dig Australia) locates underground services such as sewer, stormwater, gas, water, electricity and NBN.
• Approval cannot be issued if the proposed pool interferes with these assets
• Extra engineering or approvals may be required if the pool is close to major services

What approvals are required in NSW?
NSW requires either:
• CDC, or
• DA + Construction Certificate (CC)
Additional NSW obligations:

• Registration on the NSW Swimming Pool Register
• Final Occupation Certificate (OC) or Certificate of Compliance

What approvals are required in Queensland?
QLD uses a private certifier for approvals instead of CDC/DA in most cases.
Requirements include:
• Building Approval from a licensed certifier
• Barrier compliance
• Registration with QBCC
• Form 17 Final Inspection Certificate
A DA is only needed for complex planning issues.
What approvals are required in Victoria?
Victoria requires:
• A Building Permit issued by a registered surveyor
• A compliant barrier
• Registration with VBA
• Mandatory ongoing barrier inspections every 4 years
How long does the approval process take?

Engineering can sometimes allow reduced setbacks.
Can I put a pool in the front yard?
Yes, but approval is more complex due to privacy, fencing, street frontage and safety conditions.
In NSW, front yard pools typically require a DA.
Who handles the approval process?
Fully Installed Customers:
• We prepare plans, engineering, site layouts and lodge the application on your behalf
• We coordinate with certifiers/council on your behalf
• We manage required inspections on your behalf
Supply-Only Customers:
• You lodge your own application
• You coordinate inspections

Who arranges inspections during the process?
- Fully Installed: All inspections are coordinated by us or your certifier
- Supply-Only: You must arrange inspections with your certifier/council as required
When must my pool be registered?
After construction and before final certification:
• NSW – Swimming Pool Register
• QLD – QBCC Register
• VIC – VBA / council database
What happens if the pool barrier fails inspection?
You will receive a list of required fixes.
Common issues include:
• Gate latch too low
• Climbable objects near the fence
• Incorrect fence height
• Gaps under the fence exceeding limits
• Non-self-closing gates
Once fixed, a reinspection is carried out.
Can approval be fast-tracked?
Not officially. However, approvals move faster when:
• All documents are complete
• Engineering is correct
• Your survey and sewer diagrams are current

Do you help supply-only customers with approval questions?

We cannot lodge the application for you, but we supply everything required.
Do all pools require a soil report?
Maybe.
Some certifiers may require a soil test when:
• The block is sloping
• There is known fill
• There are retaining walls nearby
• Sewer or stormwater runs close to the pool
If soil is being transported from your site to another location a letter of soil classification, VENM report or similar will be required. its and EPA requirement.
